Convention Secret 164

It has for many years past been recognised that an extension of Hong Kong territory is necessary on the proper defence and security.

Supervision of the Colony

It has now been agreed in principle between the Governments of Great Britain and China that the limits of British territory shall be enlarged.

The lands indicated generally have been annexed. The boundaries shall be hereafter fixed when proper surveys have been made by Officials Appointed by the two Governments. The term of this lease shall be 99 years.

It is agreed that this arrangement within the bay of Kowloon and Weihaiwei Officials here stationed shall continue to exercise jurisdiction except so far as it may be inconsistent with the rights...
